The Across is the secret organization, led by Il Palazzo, whose ultimate goal is world conquest and whose HQ lays below the city (you know, the sewer...).
However, it is still a tiny group with four members: Il Palazzo (leader), Excel and Hyatt (members), Menchi (emergency food supply).
Just as Il Palazzo says, "This world is rotten, and it needs to be taken back to the right path! However, even if I gained conquest of it, its foolish inhabitants would refuse my lead.
In order to conquer the whole world, we need to conquer half of it, and in order to conquer this half, we need to conquer half of this half!"
So, the Across has chosen to begin its conquest from the city of F...
BUT...
Every strategy has proved itself ineffective!
Il Palazzo keeps thinking of new, unsuccessful plans!
Excel and Hyatt keep failing every mission!
...and thus the world remains rotten.
Il Palazzo is an enigmatic fellow.
First of all, no one has ever seen him out of the Across HQ, or without his Across uniform.
He is always thinking of new strategies to take over the city.
In the first tankobon of the manga, we get to see how His Excellency orders a pizza via mobile...
"Good afternoon. I'd like a pizza delivery service. I think its name was German Deluxe Fruits Pizza. Pardon? You want my address and phone number? My supreme tongue refuses to answer such a question, impudent peasant!"
Needless to say, he gets hung up.
When he isn't planning new strategie, he enjoys playing his electric guitar.
His greatest musical achievement is... playing some notes before the plectrum falls from his hands.
Whether his underlings are with him or not, he is always serious and cold-tempered.
He doesn't allow failures, so he punishes Excel (yeah, just her) every time she and Hyatt fail a mission.
Which happens all the time.
The punishment consists of a very deep pit, where many not-so-friendly pets wait for lunch.
From the first tankobon, chapter 7:
Il Palazzo: "Excel, I have prepared a Christmas gift, just for you. You'll make yourself a handbag, a belt, or anything you want."
Excel (from the pit): "Yikes!! CROCODILES!! CROCODILES!!!! Oh, a knife..."
Though he may look like a very cool person, he's got a quite a temper!! When, in the anime, a guy called KEY flirts with Excel, Il Palazzo gets mad and, for the first time, we get to see him angry:
In that episode, by the way, Excel pictures quite a singolar scene in her mind: some yaoi involving His Excellency and KEY!!

First of all, Il palazzo is rich. VERY Rich.
In the tenth tankobon, he gives 10,000,000 Yen to his underlings to provide them with "sufficient money".
Seeing Excel's very suprised face, he asks if that money isn't enough for her.
Trivia: in the last pages of that same tankobon, the whole ten millions are spent in ONE night.
Talking about world conquest, I'd like to know why doesn't His Excellency take over the world all by himself.
That's not because Excel & co. aren't very... 'brilliant', but hey, he possesses awesome powers, and resists
even the mass-explosion of an army of Ropponmatsu cyborgs!
At the end of the anime, he finally gets rid of Excel shooting her with a pistol. But then, he realizes that
he's missing her a lot.
When Excel, lost her memory, comes back to him, he can't shoot her and his evil personality shows up.
This entity repeatedly tells Il Palazzo that he's the Conqueror, and no one can stand on his path. Excel, however,
gets rid of this 'Evil Shadow' by punching His Excellency...
